PCC stands for Playing Course Conditions.

Playing Course Conditions is a calculation designed to consider whether playing conditions on the day differ from the normal conditions to the extent that an adjustment is needed to compensate

A Worldwide meeting of World Handicap System chiefs has agreed alterations need to be made to the calculation. England Golf  having shared 12million anonymised scores from England & Wales, with the R&A & USGA researchers the "conclusion was the calculation was too conservative"

(This is possible born out by the above player only having one PCC of other than zero in her counting twenty scores).

The specification for the calculation is being rewritten at the moment, and as soon as it is available it will be feed into the system
